Multilingual Text Recognition and Assistance for Low-Resource Languages Using Computer Vision

Franck Senu Binunya,Huabing Zhou
In this paper, a novel multilingual OCR (Optical Character Recognition) method for scanned papers is provided. Current open-source solutions, like Tesseract, offer extremely high accuracy when it comes to Latin letters. Nonetheless, multilingual texts using Asian characters typically have less accuracy than ones that are simply in Latin. The challenges for OCR increase when handling the logographic Chinese and Korean scripts because these languages feature complex multi-stroke characters. Text s...

Petri Nets Representation Approach through Chained Linear Lists

Emile Niyongabo,Jérémie Ndikumagenge,Zihindula Mushengezi Elie,Manirabona Audace,Longin Ndayisaba
The development of automated systems that meet the desired reliability and efficiency criteria requires the use of scientifically proven modelling tools. Petri nets, which were invented in the 1960s, have allowed designers and analysts to conduct formal studies of future system properties during the modelling stage. Modelling, construction, and synthesis of systems are carried out using various analysis methods derived from the ontological foundation of Petri nets, such as places, transitions, t...

Digital Mapping to Determine Sustainability of Dam Construction in Owerri North for Agricultural Productivity

Okwudili John Ugwu,Udo A. Emmanuel,Uzoeshi M. Samson,Geoffrey Ogbonna Nwodo,Anthony Okoroji
Agriculture is critical for economic stability and food security, particularly in regions like Owerri North, Nigeria, where inconsistent rainfall, waterlogging, and soil erosion threaten productivity. This study leverages Geographic Information Systems (GIS) and Remote Sensing (RS) to identify suitable dam construction sites to improve agricultural productivity. Key thematic layers such as precipitation, stream density, geomorphology, geology, land use/land cover (LULC), and elevation were analy...

Implementation of an Intelligent System of Audit Recommendations in Congolese Public Companies

Lukusa Muvuala Vicky,Bertin Mazunze,Kabango Dyuba Desiré
This study addresses the inefficiencies of audit processes in Congolese state-owned enterprises by proposing an intelligent system of recommendations. Leveraging artificial intelligence (AI), natural language processing (NLP), Unified Process (UP), and blockchain technology, this system automates data analysis, ensures transparency, and strengthens the implementation of audit recommendations. The use of advanced tools, including UML for system modeling and GPT for linguistic analysis, enhances t...

Applying K-Means Clustering and Fuzzy C-Means Clustering in Vehicle Crashes

Azad Abdulhafedh
Clustering is an unsupervised machine learning technique used to organize unlabeled data into groups based on similarity. This paper applies the K-means and Fuzzy C-means clustering algorithms to a vehicle crash dataset in order to explore various patterns in the data. K-means assigns data points to clusters based on the similarity between the data point and the cluster centroids, which results in partitioning the data into distinct clusters. On the other hand, fuzzy C-means clustering allows da...

LbrBart: A Text Summarizer for Liberia News Outlets

Mark T. Mangou,Cong Wu,Ousmane Sangary
The deluge of digital information in Liberia necessitates efficient content consumption. LbrBart, a proposed text summarization tool, is specifically designed to cater to the needs of Liberian news outlets, including the Liberian Observer, FrontPage Africa, AllAfrica, The Inquirer and Liberia News Agency (LINA). Employing advanced techniques like pseudo-summarization, centrality-based sentence recovery, and low-resource abstractive summarization using the BART model, LbrBart aims to significantl...

Central Repository System: A Quantitative Analysis of Its Feasibility and Applicability in MMSU

Suzeth Nicole M. Ruguian, Bensen Alex U. Pola
Philippine government entities are struggling to improve services to catch up with the demands of the contemporary times which is to embed technology. One case is the potential work output of a cloud-powered productivity platform that is beneficial for State Universities and Colleges (SUCs) to advance the process of their government services. This study analyzed the feasibility and applicability of a central repository system (CRS) using a platform, Microsoft 365, of the Mariano Marcos ...

Advances, Challenges & Recent Developments in Federated Learning

Nsie Erimola María Reina Agripina,Hua Shen,Blessed Shinga Mafukidze
This has led to the rise of a paradigm shift in machine learning called federated learning (FL) that allows for decentralized model training over distributed data sources. With FL, devices, servers, or edges train the model together without sharing their privacy-sensitive data, effectively addressing the arising data privacy regulation, data residency, and data silos types of issues, among many others. The FL ecosystem has also been through a series of significant developments, leading to the em...

Security Challenges around the Student Representative Council’s e-Voting System at Public-Funded University in the Western Cape

Joel Chigada,Dion Steven Tawanda Mazhawidza
This study examines the security challenges around the Student Representative Council (SRC)’s electronic voting systems at a public-funded university in the Western Cape province. Given the emergence of the global Corona Virus Disease (COVID-19) pandemic and South Africa’s national energy crisis, universities have reconfigured their business models including the SRC voting system. The objective of this paper was to conduct a credible and preserve the SRC voting process. In addition, the study ex...
