Abstract

This study employs a mixed-methods approach integrating literature analysis, field investigation, and comparative research to systematically explore the practical basis of collaborative innovation, including key universities, innovation carriers, and local characteristic industries in Tai’an. It focuses on identifying prominent bottlenecks: structural mismatch between technological supply and demand, lack of pilot-scale incubation links, blocked university-enterprise information transmission, insufficient resource integration efficiency in parks, and imperfect collaborative governance mechanisms. The research aims to establish a closed-loop chain of “basic research-technology development-pilot test-industrial application” and provide theoretical references and practical paradigms for resource-based cities to transform sci-educational advantages into industrial competitiveness.
