Based on the theoretical framework of the dialectical unity between politics and academia, this study systematically analyzes the reshaping mechanism of digital-intelligent technologies on the Party building ecology, revealing practical challenges such as data security risks, technological literacy gaps, and interdisciplinary organizational management encountered by local universities during the cultivation process. The research finds that digital-intelligent cultivation requires constructing a collaborative ecosystem of “technology-institution-culture,” achieving a leap from digitization to intelligence through the deep application of artificial intelligence, metaverse scenario reconstruction, and university-local coordination mechanisms. The study proposes strengthening hierarchical management of Party affairs data and improving the digital-intelligent competency certification system, providing theoretical and practical paths for the high-quality development of grassroots Party building in local universities.
