Abstract: 在乡村振兴战略与海洋强国战略深度协同推进的时代背景下，沿海农村海洋特色产业集群作为激活蓝色经济动能、破解沿海农村产业发展瓶颈、推动乡村产业振兴的核心载体，其培育与高质量发展不仅能够优化海洋产业空间布局、提升海洋产业核心竞争力，更能有效带动渔民增收致富、改善沿海农村人居环境、夯实乡村振兴产业根基，对实现沿海农村经济社会可持续发展具有不可替代的重要意义。深入剖析集群培育过程中存在的产业链条不完善、创新驱动能力薄弱、主体协同机制缺失、生态约束日益凸显等突出问题，从产业链整合、创新体系构建、协同机制完善、生态化发展、政策精准赋能五个维度，构建科学合理、兼具针对性与可操作性的培育机制，提出适配乡村振兴目标的发展路径，为推动沿海农村海洋特色产业集群高质量发展、助力沿海地区乡村全面振兴提供坚实的理论参考与可行的实践借鉴。
Against the backdrop of the deep synergy between the rural revitalization strategy and the maritime power strategy, coastal rural marine characteristic industrial clusters serve as the core vehicle for activating blue economy momentum, addressing bottlenecks in the development of coastal rural industries, and driving rural industrial revitalization. Their cultivation and high-quality development not only optimize the spatial layout of marine industries and enhance their core competitiveness but also effectively boost fishermen’s income, improve the living environment in coastal rural areas, and strengthen the industrial foundation for rural revitalization. This holds irreplaceable significance for achieving sustainable economic and social development in coastal rural areas. By thoroughly analyzing prominent issues such as incomplete industrial chains, weak innovation-driven capabilities, missing collaborative mechanisms, and increasingly evident ecological constraints during cluster cultivation, a scientific and practical cultivation mechanism is established from five dimensions: industrial chain integration, innovation system construction, collaborative mechanism improvement, ecological development, and precise policy empowerment. Development pathways aligned with rural revitalization goals are proposed, providing solid theoretical references and actionable practical insights to promote the high-quality development of coastal rural marine characteristic industrial clusters and support comprehensive rural revitalization in coastal regions.

Abstract: 成渝地区双城经济圈建设作为重庆市委“一号工程”，是重庆市工作的总抓手、总牵引。在《重庆市推动成渝地区双城经济圈建设行动方案(2023~2027年)》(下称《行动方案》)的53项任务中，明确要求发展优势特色农业，重点推进全球泡(榨)菜出口基地建设，培育建设中药材、榨菜等优势特色产业集群。通过数字化赋能产生示范带动效应、形成产业集群，既是推动涪陵建设“三个高地”、“三个示范区”中的重要一环，也是涪陵优势特色产业高质量发展的内在要求。而要高质量建设涪陵优势特色产业集群，就必然要对涪陵优势特色产业的现状进行分析，找准发展优劣势，继而抓住发展机遇，应对风险挑战，真正实现涪陵优势特色产业的高质量发展。
As the “No. 1 Project” of the Chongqing Municipal Committee, the construction of the Cheng-du-Chongqing Economic Circle is the overall grasp and traction of the city’s work. In the 53 tasks of the “Action Plan of Chongqing to Promote the Construction of the Chengdu-Chongqing Economic Cir-cle (2023~2027)” (hereinafter referred to as the Action Plan), it is explicitly required to develop advantageous characteristic agriculture, focus on promoting the construction of global pickled (pickled) vegetable export bases, and cultivate and construct advantageous characteristic industri-al clusters such as traditional Chinese medicine and pickled vegetables. Creating demonstra-tion-driven effects and forming industrial clusters through digital empowerment is not only an im-portant part of promoting the construction of the “Three Highlands” and “Three Demonstration Zones” in Fuling, but also an inherent requirement for the high-quality development of advanta-geous characteristic industries in Fuling. To build a high-quality Fuling advantageous characteristic industry cluster, it is necessary to analyze the current situation of Fuling advantageous characteris-tic industries, identify the advantages and disadvantages of development, and then seize develop-ment opportunities, respond to risks and challenges, truly achieving high-quality development of Fuling advantageous characteristic industries.

Abstract: 党的二十大以来，乡村产业振兴战略深入推进，特色海洋渔业作为沿海地区乡村经济的重要增长点，其品牌化建设与市场竞争力提升成为实现产业高质量发展的关键路径。本文以辽宁省特色海洋渔业为研究对象，在乡村产业振兴背景下，系统分析辽宁特色海洋渔业品牌化建设的现状，深入剖析品牌培育、产业链延伸、市场拓展及生态约束等方面存在的现实问题，并针对性地提出对策建议，旨在推动辽宁特色海洋渔业品牌化发展，增强市场竞争力，助力乡村产业振兴战略落地见效。
Since the 20th National Congress of the Communist Party of China, the strategy of rural industrial revitalization has been further advanced. As a crucial growth driver for the rural economy in coastal regions, the brand building and market competitiveness enhancement of characteristic marine fisheries have become key paths to achieve high-quality industrial development. Taking Liaoning’s characteristic marine fisheries as the research subject, under the background of rural industrial revitalization, this paper systematically analyzes the current status of brand building, deeply explores practical problems in brand cultivation, industrial chain extension, market expansion, and ecological constraints, and puts forward targeted countermeasures. The purpose is to promote the brand development of Liaoning’s characteristic marine fisheries, strengthen market competitiveness, and facilitate the effective implementation of the rural industrial revitalization strategy.

Abstract: Disruptive innovation may be a fatal threat to industrial clusters, or it may be a major development opportunity. The key lies in how industrial clusters respond to disruptive innovation. The main obstacles to the development of disruptive innovation in industrial clusters are lock-in and cluster inertia, which originate from the negative effects of cluster system isomorphism. In order to break through the development barriers, industrial clusters need to adopt a targeted overall response strategy, including adopting bottom-up local subversive innovation policies, introducing external knowledge, encouraging spin-off entrepreneurial enterprises, and encouraging alliances and cooperation between incumbent enterprises and entrepreneurial enterprises, etc.

Abstract: this paper presents the main research findings of a study conducted in two industrial districts and what i refer to here as local industrial arrangements - lias. the research focuses on the transition from a situation characterized by informal or illegal production, low wages and precarious work conditions, to one characterized by high levels of productivity/quality/fair labour conditions. the findings of the empirical study reveal the importance of specific institutions in the transition from a widespread informality to the more stable and sustainable situation of the lias. in the case of jaraguá (go), it was the legal framework that enabled this change and the subsequent impact on local development, while in the case of toritama (pe), transition was stimulated by the cooperation between legal and environmental institutions.

Abstract: According to the study on the characteristics of poplar industrial cluster and it’s population effect in North Jiangsu, we find that the urbanization transformation of the quantitative characteristics, structural features and flow characteristics of population, and the characteristics of regional settlement are obvious in the process of the poplar industrial cluster development. The spatial indication, the characteristics of industrial structure, enterprise composition and spatial heterogeneity of industrial clusters are the important factors influencing the urbanization of rural population. Cultivating local industrial clusters that are suitable for regional natural, economic and social environment is an important measure to promote the in-situ urbanization of rural population.

Abstract: Examining how the cluster affects the performance of the footwear and leather industry organization in Palestine within the framework of a developing nation was the aim of this study, based on contingency and resource-based view theories during the first six months of 2022. The study investigated whether national culture, as well as perceived environmental uncertainty, had a significant impact on cluster among footwear and leather firms. The total population of Palestinian leather and footwear businesses, which consisted of 230 businesses dispersed throughout several cities, served as the example framework. Partial Least Squares Structural Equation Modeling was used to examine the data. The results showed that PEU and national culture had a substantial and advantageous impact on cluster. Additionally, cluster had a big impact on BSC. Furthermore, a significant positive association existed between BSC and organizational competiveness. Finally, the findings showed that the connection between cluster and organizational competitiveness was largely mediated by BSC. To sum up, this study has shed significant light on the cluster of factors that drive organizational competitiveness generally and especially in Palestine. The results have opened new avenues for more theoretical, methodological, and practical study on cluster activities in Palestine and other developing countries, and worldwide.
Cluster Development Approach in India: An Antidote for Micro, Small, and Medium Enterprises

Abstract: This paper focuses on two main aspects of the clusters, namely, which factors gives rise to development of clusters and what benefits are acquired by firms from participating in clusters of India. The methodology used for this article is a literature review of published materials. A broad search strategy was used using key terms like industrial clusters, evolution of clusters, and advantages of clusters from electronic databases. Among the factors that give rise to clusters in India, the more important ones are historical background, easy availability of raw materials, existence of one or few large enterprises, pooled labour market of skilled workers, regional government policy, and presence of entrepreneurial spirit. The important benefits reported by enterprises through their presence in clusters are formation of new business, network formation with supporting institutions, women empowerment, market development, product development, easy availability of finance, increased trust and collaboration among members, increase in sales, skills up gradation of workers and employment opportunities. We expect that the findings from this study will assist firms and policy makers in making more informed decisions regarding the adoption of a cluster approach and start new initiatives for promoting inter-firm relations within MSME clusters. The major contribution of this paper is that it attempts to justify the positive impact of cluster approach and describe the status of clusters in India

Abstract: Economic development has always been a moving target. Both the national and local governments have been facing the challenge of implementing the effective and efficient economic policy and program in order to best utilize their limited resources. One of the recent approaches in this area is called cluster-based economic analysis and strategy development. This study reviews key literature and some of the cluster based economic policies adopted by different governments. Based on this review, it proposes “the cluster life cycle” as a determining factor to identify the support requirements of clusters. A survey, designed based on literature review of International Cluster support programs, was conducted with 30 participants from 3 clusters with different maturity stage. This paper discusses the results of this study conducted among the cluster members in Eski ehir- Bilecik-Kütahya Region in Turkey on the requirement of the support to foster the development of related clusters.

本文通过调研浙江省三家产业集群跨境电商试点单位，借鉴其在人才引进和培育上的经验，针对当前大部分集群企业在跨境电商人才引进和培育等方面的障碍，提出四大人才引育对策，为浙江省相关政府部门制定和推广产业集群跨境电商人才引育政策提供参考。
By investigating three pilot enterprises of cross-border e-commerce in industrial clusters in Zhejiang Province, drawing on their experience in talent introduction and cultivation, and aiming at the obstacles in talent introduction and cultivation of cross-border e-commerce in most of the current cluster enterprises, this paper puts forward four strategies, which will provide reference for formulating and promoting the policy of introducing cross-border e-commerce talents to those industrial clusters by relevant government departments in Zhejiang Province.
