“双圈”背景下高质量建设涪陵优势特色产业集群研究——以榨菜、中药材产业为例
A Study on the High-Quality Construction of Fuling Advantageous Characteristic Industrial Cluster under the Background of “Chengdu-Chongqing Economic Circle”—Taking the Pickled Vegetable and Traditional Chinese Medicine Industries as Examples

成渝地区双城经济圈建设作为重庆市委“一号工程”，是重庆市工作的总抓手、总牵引。在《重庆市推动成渝地区双城经济圈建设行动方案(2023~2027年)》(下称《行动方案》)的53项任务中，明确要求发展优势特色农业，重点推进全球泡(榨)菜出口基地建设，培育建设中药材、榨菜等优势特色产业集群。通过数字化赋能产生示范带动效应、形成产业集群，既是推动涪陵建设“三个高地”、“三个示范区”中的重要一环，也是涪陵优势特色产业高质量发展的内在要求。而要高质量建设涪陵优势特色产业集群，就必然要对涪陵优势特色产业的现状进行分析，找准发展优劣势，继而抓住发展机遇，应对风险挑战，真正实现涪陵优势特色产业的高质量发展。
As the “No. 1 Project” of the Chongqing Municipal Committee, the construction of the Cheng-du-Chongqing Economic Circle is the overall grasp and traction of the city’s work. In the 53 tasks of the “Action Plan of Chongqing to Promote the Construction of the Chengdu-Chongqing Economic Cir-cle (2023~2027)” (hereinafter referred to as the Action Plan), it is explicitly required to develop advantageous characteristic agriculture, focus on promoting the construction of global pickled (pickled) vegetable export bases, and cultivate and construct advantageous characteristic industri-al clusters such as traditional Chinese medicine and pickled vegetables. Creating demonstra-tion-driven effects and forming industrial clusters through digital empowerment is not only an im-portant part of promoting the construction of the “Three Highlands” and “Three Demonstration Zones” in Fuling, but also an inherent requirement for the high-quality development of advanta-geous characteristic industries in Fuling. To build a high-quality Fuling advantageous characteristic industry cluster, it is necessary to analyze the current situation of Fuling advantageous characteris-tic industries, identify the advantages and disadvantages of development, and then seize develop-ment opportunities, respond to risks and challenges, truly achieving high-quality development of Fuling advantageous characteristic industries.
