“1 + 8 + N + 1” Layered Review: Process Reengineering and Grassroots Practice of Intelligent Contract Review in the Tobacco Industry

Traditional contract review methods rely on manual, clause-by-clause review, which is inefficient, inconsistent in standards, and difficult to adapt to the high-frequency business needs of grassroots units. This article takes the HS Marketing Department of Wuhan Tobacco Company as an example, systematically elaborating on the “1 + 8 + N + 1” layered review process explored in the “Contract + AI” intelligent review project: the first layer “1” is general review, verifying basic elements; the middle “8” covers eight core clauses, driven by both a rule engine and an AI model; “N” is a specialized rule library adapting to more than 12 business scenarios; and the final layer “1” is manual review and feedback loop. This process decouples review tasks according to their degree of certainty, achieving human-machine responsibility separation. The average review time for standard contracts has been reduced from more than two days to 18 minutes, and the detection rate of key compliance risks has reached 91.2%. This article also records the role transition frictions, trust calibration mechanisms, and rule library iteration practices during process implementation, providing a replicable process methodology for the intelligent transformation of grassroots units in vertical industries.
