Role of Law Driving Energy Transitions: A Critical View from China and Selected African Countries  [PDF]

Abstract: This paper critically analyses the legal and policy frameworks governing the global transition towards sustainable energy systems. It explores how these frameworks, operating at international and national levels, influence energy production and consumption while embodying global climate obligations under the UNFCCC, notably the Paris Agreement. The analysis focuses on understanding how these frameworks facilitate or hinder sustainable energy transitions, with a specific focus on the diverse experiences of China and select African countries. The study employs a comparative analysis of international and national legal and policy frameworks. It examines foundational international instruments and investigates how these commitments are translated into national policies in different contexts. The analysis draws on case studies of China and selected African nations to illustrate the diverse approaches to sustainable energy governance influenced by economic, social, and environmental factors. It reveals significant variations in the effectiveness of existing legal and policy frameworks in promoting sustainable energy transitions. Key findings include the identification of challenges such as inconsistent policy implementation, regulatory delays, and insufficient safeguards for vulnerable populations. It also highlights the misalignment between national policies and international obligations, creating significant barriers to achieving equitable and just transitions. This research contributes to the existing literature by providing a critical comparative analysis of legal and policy frameworks across diverse contexts, including China and selected African nations. It highlights the crucial role of law in addressing challenges associated with sustainable energy transitions, such as climate change, public health, and resource equity. By identifying key gaps and challenges, the study offers valuable insights for policymakers and practitioners seeking to improve the effectiveness of legal and policy frameworks in supporting equitable and just energy transitions. Furthermore, the emphasis on China-Africa cooperation provides a novel perspective on potential avenues for knowledge sharing and collaborative action in advancing sustainable energy goals from the global south.

Abstract: Agriculture is still lagging behind in some African countries. The persistent food shortages and underdeveloped agricultural production in Africa are fundamentally attributed to the low level of agricultural technology, including agricultural mechanization. This paper first analyzes the challenges faced in accelerating agrarian mechanization in Africa. On this basis, it explores comprehensive measures for China-Africa agricultural machinery cooperation and further examines, from a practical perspective, how China can assist and serve Africa at the provincial level.

Abstract: International Capacity Cooperation China proposes a new model of international economic cooperation, which is of great significance for promoting China’s surplus capacity transfer and industrial transformation and upgrading. It is an inevitable choice for China to respond to changes in the global industrial chain. This paper uses the “geese line model” theory to explore the opportunities and challenges of China-Africa international capacity development. The study finds that the scale of China-Africa capacity cooperation is expanding, and China’s foreign implementation of the “flying geese model” drives the economic development of underdeveloped countries in Africa. The status quo of non-capacity cooperation: at present, the cooperation mode between other countries and Africa poses a challenge to China-Africa international capacity cooperation. China-Africa industrialization cooperation and other cooperation have not been coordinated, and Africa is hard to bear the large-scale capacity transfer in China in the short term. This is the challenge of capacity cooperation between China and Africa. Therefore, China-Africa capacity cooperation must consolidate the foundation of sustainable development of China-Africa relations, and at the same time strengthen infrastructure construction to help economic and trade development, and jointly improve the development of the service industry, build Chinese business cards, and enhance corporate brands. Looking into the future, China-Africa capacity cooperation model has two directions: first, to build industrial parks, to undertake labor-intensive industry transfer; second, African countries to upgrade infrastructure through China-Africa Industrial Park.

Framework Differences and Ideological Logic: A Comparative Study of the Belt and Road Initiative Reports on China-Africa Relations by Xinhua News Agency’s Africa Edition, BBC News Africa, and Two Other Media Outlets  [PDF]

Abstract: Africa is a key partner of China’s Belt and Road Initiative (BRI), and English-language media targeting Africa shape African audiences’ perceptions of China-Africa BRI cooperation and China’s international discourse power. This study selects four representative Sino-Western English media for Africa, conducts a comparative analysis of their 2021-2025 China-Africa BRI reports via content analysis and news framing theory, and constructs a three-level analytical path of framework identification, word choice analysis and agenda-setting logic mining. The results show that Chinese media adopt win-win development and livelihood improvement frameworks with positive reporting tendencies, while Western media focus on debt trap and colonialism frameworks with negative biases. Such disparities stem from ideological differences, geopolitical competition and media positioning divergence. The study also puts forward targeted suggestions for optimizing China’s Africa-oriented communication strategies, filling the research gap in the field of Africa-oriented English media and China-Africa BRI cooperation.

With the rapid advancement of global economic integration and information technology, the digital economy has undeniably emerged as a crucial component of international trade. As the largest and most dynamic driving force within this realm, e-commerce is poised to play a pivotal role in national economic development and international exchanges. In the context of China’s Belt and Road Initiative, cooperation between China and Africa across various sectors—including economy, trade, science and technology, and culture—has deepened significantly, with continuous improvements in collaborative efforts. This paper seeks to examine the current status, challenges, and opportunities surrounding China-Africa e-commerce collaboration while analyzing its developmental trajectory and significance through case studies, data comparisons, and policy interpretations. By investigating both the expansive prospects as well as potential risks associated with contemporary China-Africa e-commerce partnerships, we aim to identify existing countermeasures alongside future strategies that can facilitate enhanced cross-border e-commerce cooperation between these regions. Through establishing dialogue platforms, jointly formulating cooperative policies, and strengthening personnel training initiatives, we aspire to achieve extensive consultation processes that foster joint construction for mutual benefit leading to win-win outcomes.

Abstract: This study divides China’s aid to African stadiums into three stages: the period of free aid, the period of free aid turning to cooperation and the period of comprehensive cooperation. By recipient sports venues of successful cases and points out: assistance to Africa sporting venues, promoted the mutual understanding and friendship between the Chinese and African peoples, consolidate and develop China’s friendly relations with the recipient countries, promote the development of recipient countries economy and improve people’s livelihood, enlarged the recipient to the knowledge of China, promote the development of recipient countries undertakings of physical culture and sports. It provides some experience and reference for China to aid African sports undertakings in the future.

Abstract: This paper examines the dynamic importance of the governance and institutional decisions between China and Africa in the context of South-South cooperation. The study, based on a qualitative multi-case study design about Sierra Leone, Ghana, Togo, and the Benin Republic, explores how the governance practices or models of the Chinese, including the developmental pragmatism, the efficiency of the administration, and policy experimentation, are accommodated and localised among dissimilar African political and institutional settings. The information gathered by semi-structured interviews, documentary analysis, and fieldwork can point to the realisation that the collaboration between China and African countries in governance goes beyond the normal donor-receiving relationships and establishes mutual learning, policy fusion, and capacity development for institutions. Results indicate that African nations do not adopt Chinese forms of governance: performance evaluation systems, computer-mediated public administration, and anti-corruption systems selectively and preserve their national political autonomy. These adjustments have been strongly linked to measurable improvements in administrative efficiency, service delivery, and anti-corruption effectiveness, as well as the transformative nature of South-South governance cooperation. The paper finds that China-Africa governance dialogue is a viable alternative to the Western-centrist governance approach, which advocates pluralistic, context-directed, and sustainable institutional growth routes that are transforming the global system of governance.

Abstract: China’s investment in Africa has a substantial positive effect on Africa’s economic development and social life. However, various problems and negative comments are exacted by western mainstream social media and speech to disgrace the perfect relationship between China-Africa for their benefits. For an objective and fair evaluation of China’s influence on the investment, this article uses an African’s perspective by using a questionnaire survey to China for investment in Africa politics, economy, culture, and environmental. Aspects of influence on the detailed analysis do research on the public investment project popularity and its improvement, improve China’s comprehensive income for the investment, and reduce the “area” strategy of investment risk to provide a policy basis.
Cultural Distance and FDI: China Africa Perspective  [PDF]

Abstract:
Since the establishment of the Forum on China-Africa Cooperation back in 2000, Chinese investment in Africa rapidly increased. Almost two decades later, the economic partnership between China and African countries is facing both opportunities and challenges. This paper studies the impact of cultural distance on FDI, in the specific context of China-Africa cooperation. We employ generalized least squares regression analyses to estimate the impact of cultural distance on Chinese Outward FDI in 40 African countries from 2003 to 2015. Our results indicate that cultural distance has a significant negative impact on Chinese investment in Africa. Furthermore, distance in two of the four cultural dimensions has a bigger impact on FDI: Masculinity/Femininity and Uncertainty avoidance. We conclude that from China-Africa perspective, cultural distance creates additional barriers to Chinese investment.
