AN ANALYSIS OF VOLATILITY STRUCTURE AND REGIME SWITCHING OF BIST CITY INDICES

Abstract: This study attempts to determine volatility and regime switching structure of BIST C?ty Indices over 2012-2017 period by using daily closing values. Three asymmetrical (EGARCH, TGARCH and PARCH) as well as two symmetrical (ARCH and GARCH) models were tested to reveal any asymmetrical conditions in comparing the volatilities and regime switching structure of XSADA, XSANT, XSANK, XSBAL, XSBUR, XSDNZ, XSIST, XSIZM, XSKAY, XSKOC, XSKON and XSTKR. For each model, three lagged values were calculated. TIC coefficients were used in comparing the models. The analyses of the volatility persistency reveal that XSKOC index is the most volatile and XSKAY index is the most stable according to remaining indices. The results of daily volatilities reveal that XSANT is the most volatile index while XSKOC is the most stable index. As a result of the analysis in order to determine regime structure of indices, two regimes were detected for all (12) indices which were taken into consideration. According to findings, the indices generally prefer to stay in higher regime if they are in the high regime and they tend to shift from low regime to the high regime if they are in low regime. XSBUR Index offers significant opportunities to the investors while staying 62.06 days in the high regime period whereas XSADA index was determined as the shortest high regime-staying period through only 9.41 days. XSIZM Index was determined as the worst index based on its duration (7.18 days) for staying in low regime. On the other hand, the XSKAY Index was detected as the shortest-staying index in low regime and fastest index escape from the decline trend
One Study on the Researching the Relationship between Stock Exchange Istanbul Indexes and Trust Indexes

Abstract: In this study, by being used 2011 first quarter and 2018 third quarter data, the relationship between stock exchange ?stanbul share indexes and trust indexes have been analysed. In the study, share idexes have been used as a variable. These are B?ST 30 index, B?ST 50 index and B?ST 100 index. Invariables of the study are trust indexes which are thought to effect on the stock exchange ?stanbul share indexes. These; Economic Trust Index, Consumer Trust Index, Real Sector Trust Index, Service Sector Trust Index, Construction Sector Trust Index and Retail Sector Trust Index have been used. Analysis of the study has been realized with Kantil Regression Models. In the analysis, quarter term data have been used. The first of the important results of the analysis affects the invariables B?ST 30 index % 59.3. The second result of the analysis is that the invariables affect B?ST 50 index % 47.3. The third and the last result of the study is that the invariables affect 100 index % 48.6. At the end of the analysis, the relationship between share indexes and trust indexes among Economic Trust Index, Consumer Trust Index, Real Sector Trust Index has been fixed a meaningful relationship as statistically. But a relationship between Share Indexes and Service Sector Trust Index, Construction Sector Trust Index, Retail Trade Sector Trust Index has not been fixed

Abstract: For the first time in histroy, the concept of metropolis was used in ancient Greece with the combination of the words of metropol (main) and police (city), in modern time in Europe it was used for the cities such as London, Paris and Rome which are rapidly growing due to immigration and industrialization. The new Republic of Turkey have formed the basis of the polity as centralism with the influence of France. In the early years of the Republic, since the urban population was low and a large proportion of the population lived in the rural area, Village Law No. 442 issued in 1924 was considered sufficient. From 1960's, with the development of life and employment opportunities in the cities, the immigration to the city accelerated and the population of the cities increased. In this period, it has been thought that the city municipalities should be governed by a new management mentality and legal infrastructure, successively in 1930 the Municipal Law No. 1580, in 2004 Law No. 5216 the Metropolitan Municipality, in 2005 Law No. 5302 provincial special administration and Law No.5393 Municipality Law and finally in 2012 Law no. 6360 issued under the law on amendment of resolutions in certain statutory provisions has been enacted. Law No. 6360 has redesigned the municipalities about the issues such as; the mission, authority and responsibility sharing between the metropolitan and district municipalities, urban and rural area management, zoning and planning, personnel system, commercial enterprises and subsidiaries of the municipalities. With the Law No. 6360, 30 cities have become metropolitan. Before the 2019 local elections, the conditions of being a metropolitan have been rearranged and it is planned that of 51 provinces will be whole-city with the administrative model called "whole- city". Within the scope of the work, a discussion is held on the future of the "whole-city governance" model that have been impelemented since 2012 and has been criticized sometimes especially the practitioner mayors, and considered necessary to be reorganized besides positive opinions. Abstract: Islamic conquests that started in Caliph Omar’s era and continued during Caliph Uthman’s era had to stop due to the domestic disturbances during Caliph Ali’s era. The Umayyad Dynasty that took over the power after a period that had been quite troublous for the history of Islam transformed the Islamic State into an Arab dynasty state by turning the administrative system into a reign. Disputes about basing this perception of sovereignty of the Umayyad upon a legitimate ground were suspended after a while due to the conquest program put into effect. Determination of rural population in provinces that metropolitan status: The case of Ordu Province

Abstract: With Law No 6360, the municipalities of provinces that had a population that exceeded 750.000 were converted into metropolitan municipalities in our country. Again, with the same law, village municipalities and village legal entities were abolished in the provinces that had the same population size, and such areas were defined as neighborhoods; and the metropolitan municipality boundaries were overlaid with provincial borders. Turkey Statistical Institute (TURKSTAT) considers the entire population within the metropolitan boundaries as the population of the “urban” by recognizing the above-mentioned law. As a result of this, the quantity and quality of the “rural” population is shared with the public in a way that is not proper to the geographical terminology. In the present study, the rural population of Ordu province, which was “ignored”, was determined by using the data of the Turkey Statistical Institute at neighborhood level. For this purpose, the “village” and “village municipalities (rural setlements)” before 2013 were separated from the neighborhoods that made up the “city” settlements. According to this classification, the amount and rate of the rural population of Ordu was determined according to the 2017 Address Based Population Registration System data. Different from similar studies, the gender structure, distribution of age groups, and educational status of the rural population were also included in the present study

Abstract: The purpose of this study is to examine, the financial structure of Antalya Metropolitan Municipality. The role and importance of local governments in the presentation of government policy in our country and in the world is gradually increasing. The local government unit, which has an important place in the provision of local services, is the municipalities. Together with the economic, political and social developments, movements of population structure and population growth have led to the growth of cities. In the growing and expanding cities, some attempts have been made in terms of ease of management and as a result metropolitan municipalities have been established. Municipalities and metropolitan municipalities need to have a strong financial structure (such as income-expenses-borrowing) so that the public can perform their services effectively. Metropolitan municipalities have an important place in Turkey’s financial terms. For this reason, with the amendments from the past to the present, the shares of the local administrations have been changed and the financial strengthening of the municipalities and metropolitan municipalities has been tried to be provided. The purpose of this study is to examine the changes in the financial structure of the metropolitan municipalities and the effects of these changes on the Antalya Metropolitan Municipality. The income and expenditure comparisons of the financial structure of Antalya Metropolitan Municipality in the period 2006-2017, the reasons for the items with the highest share in the budget and how the financing deficits were supplied and analyzed. As a result, when the financial structure of Antalya Metropolitan Municipality is examined, it is seen that there is not much deviation from the estimated budget and they do not resort to unnecessary borrowing
Assessment of Environmental Problems After Law No. 6360: Malatya Metropolitan Municipality Example

Abstract: As a result of the further growth of metropolitan cities in Turkey problems related to environment has shown a tendency to increase dramatically. New regulations are being endeavored by metropolitan municipal administrations in order to eliminate environmental problems seen in metropolitan cities. Metropolitan municipalities whose authority and responsibility has increased especially after the Law No. 6360 has accelerated their activities to eliminate environmental problems. However, it can be said that the studies are insufficient in terms of eliminating the problems of the local people towards the environment. In our study it is intended to point out to the environmental problems in the cities which have just became metropolitan municipality after the Law No. 6360 in 2012 on Amendments to the Establishment of the Metropolitan Municipality and Twenty-seven Cities and Decree Laws in Fourteen Province. In this case, the s activities carried out by metropolitan municipalities in order to eliminate environmental problems and the level of satisfaction of the local people have been tried to be measured. In this context, Malatya Metropolitan Municipality, which has became metropolitan municipality after the Law No. is taken as a sample As the method of the study, literature survey, local and national press, literary and visual resources are used and as a method of collecting data survey method was used and a survey was conducted with 384 participants living in the province of Malatya. SPSS package program was used for the analysis of the data obtained after the survey and general information about the analyzes was given In study; it is informed that evaluation of environmental problems seen in Malatya metropolitan, interpretation and presentation of solutions, as well as the historical process of metropolitan municipalities in Turkey and the legal arrangements made by Law No. 6360

Abstract: In recent years, as in the private sector in local governments, information technology (IT) has changed management approach. Many researchers argue that the use of IT in local governments causes structural changes in the organization, but it is not at the same level for each institution. The adaptation of the use of IT in local governments has been examined under two headings as e-service for citizens and intranet adaptation for institution employees. Within the scope of the study, a survey was conducted with expert managers working in 2 different metropolitan municipalities. In this context, the effects of machine bureaucracy, organizational routine, staffing restrictions and risk-taking culture factors on e-services and intranet adaptation are examined in this paper.
