Abstract: lifelong learning has a key role within education and job policies because of its supposed capability to improve individual and collective development as well as it promotes job chances and territorial development. the paper analizes the role of workers learning in active employment policies. first, it explores european union and spain learning strategies since 1990 and then educational and employment provisions in the canary islands are examined. finally employment territorial plans in the canary islands are assessed taking into account island scale especificities.

Abstract: Europe’s family of diverse education-to-work transition regimes has been able to enlarge eastwards without adding to the range of variation. Former communist states have been able to restart their pre-communist educational histories without difficulty. This is largely on account of the pivotal position of academic secondary schools throughout the continent. This position was established prior to, and continued under communism. The schools were able to preserve their country-specific titles and qualifications, and also ages of entry for pupils which always depended on a test of academic ability. The schools had already become and remained their countries’ principal routes towards careers in the professions and management, and also in the public services and administration that were enlarged everywhere as countries industrialised and modernised, and as access to academic schools was opened to all the talents, not just children whose families were able to pay. Since the collapse of communism, the proportions of children receiving an academic secondary education then enrolling in their countries’ universities, have expanded across the continent, east and west, north and south. The extent of this expansion has depended on the career prospects associated with alternative routes forward in secondary education and training. These alternatives are sometimes, but always misleadingly, all called “vocational”. However, their attractions and repulsions always depend on the severity of any “sideling”, and the strength of the “safety-nets” that the alternatives offer. In these respects, the new EU member states exhibit the same range of variation as found among older EU members, but with one importance difference. All types of employment within their own countries towards which youth in the new member states can head are much lower-paid, and the gap is not closing.

Abstract: The background of “Innovation and Entrepreneurship” education puts forward higher requirements for employment guidance in colleges and universities. This paper investigates the current status of employment guidance in Local Universities in North Henan by questionnaire and interview. It indicates that several problems exist in the content and method, ideas and team of university employment guidance. Therefore, on the base of investigation, practice and rethink, this article summarizes?and drawson the experiences of employment guide, and puts?forward the innovational suggestions and strategies of employment guide in domestic colleges and universities. Employment guidance will be better by constructing a diversified employment guidance platform, enriching the contents and methods of employment guidance, building high-quality of instructors and establishing employment guidance ideas form government, enterprises and colleges.

Abstract: En las políticas educativas y en las de empleo se asigna a la formación permanente un destacado lugar, al atribuírsele las facultades de mejorar el desarrollo individual y colectivo, al tiempo que facilita y amplía las oportunidades laborales y favorece el desarrollo de los territorios. Conocer el papel de la formación destinada a los trabajadores en las políticas activas de empleo es el eje básico de este artículo. Para ello, se indaga primero en las estrategias formativas adoptadas por la Unión Europea y Espa a desde 1990 y, a continuación se analizan las disposiciones educativas y de empleo del Archipiélago Canario. Por último, se valora su alcance real a partir del examen de los Planes Territoriales Insulares de Empleo y su adaptación a las particularidades sociales y económicas a escala insular. Abstract: Management of the active population employment became more and more complex in each country in a knowledge based society and a new economy, which are in a high connection with globalization and integration processes. From this point of view, the departures to work abroad, legal or illegal of the Romanian citizens for a better payment have already generated social-economic effects which have to concern more our public authorities. In this study we try to show the necessity of a national strategy for a full and efficient employment of whole Romanian labour potential, lay emphasis on the active population. In the same time through the indicators based on theoretical-methodological analyses and empiric estimated, we suggest some possible coordinates of this strategy.

Abstract: The paper aims to assess the relative importance of participation and unemployment and the interaction between them in affecting the evolution of employment rates of young graduates in selected European countries. The Taylor formula is used to read the behaviour of employment rates in terms of movements in activity and unemployment rates. Using this analytical procedure, the comparison between the selected countries underscores two aspects in particular: the progressive isolation of Italy, due to the poor results of the reform of the higher education system at the end of the 1990s, and the widespread progress within the female segments. On a more general plane, the heterogeneity of European labour markets for young graduates assumes new characteristics in the decade but—it is argued—it remains significant. The relative importance of participation and unemployment, the impact of the reforms of the higher education system, the reaction to the crisis of the late 2000s, and the gender aspects sharply differentiate the evolution of young graduate employment in the individual countries.

Abstract: In recent years, the employment situation of students in Southwest Petroleum University has become increasingly serious. How to integrate ideological and political education into the employment of college students and play an important role in the employment of college students is an important issue for ideological and political educators. This paper is based on the investigation and research of the students of Southwest Petroleum University, and makes a comparative study of the employment psychology of the students of corresponding majors, so as to put forward effective adjustment strategies, aiming at alleviating the psychological burden of the employment of contemporary college students. Firstly, the paper elaborates the employment status of students?at?Southwest Petroleum University, especially in different majors; secondly, through comparative study, it points out the different employment psychology of students?at?Southwest Petroleum University; finally, through in-depth study, it formulates targeted and effective adjustment strategies for the different employment psychological problems of students.

Abstract: In this study, we show the effects which the measures to implement welfare state have to labour market. All knows that the employment represents the most important component of the welfare state, as it supports the fulfillment of the objectives for the economic and social policies. The argument of the previous statement is very simple: the expenses for social protection are made on the basis of the returns from taxes and social contributions paid by the employed persons. The higher their number, the bigger the tax basis, and the budget for the social policy will become sustainable, even though measures for decreasing taxation would be applied to companies and to the employed population. The entire virtuous mechanism may disintegrate if a low rate of employment persists. In case of a high unemployment on a long-term, of an early exit from the labour market, of a lower integration on the labour market of women, of young persons, of aged persons and of poorly qualified persons, the social expenses will increase and the budget revenues will decrease, the result being the increase in the state’s debt.The crisis will prove whether the increase in employment recorded since 2000 was conjunctural (determined by the favorable macroeconomical evolutions) or structural (induced by the reforms implemented on the labour markets and in the social protection systems).
