Abstract:

乡村经济振兴作为实现乡村全面振兴的基本前提,同时构成推进城乡共同富裕和农业农村现代化的内在要求。电商进村作为数字经济与乡村发展深度融合的创新实践,已在平台赋能、创新驱动和主体协同三个维度形成了助力乡村振兴的系统性支撑体系。然而,电商进村发展仍面临数据鸿沟、人才瓶颈、设施滞后和模式固化四个关键性结构性障碍,制约着电商进村的健康发展。基于问题导向,通过优化电商进村的政策治理体系、培育数字人才队伍、完善数字设施网络、拓展特色发展格局,能够有效突破发展瓶颈,推动农村平台经济健康持续发展,最终全面促进乡村经济的振兴与转型。
The revitalization of rural economies is a fundamental prerequisite for achieving comprehensive rural revitalization and an inherent requirement for promoting shared prosperity between urban and rural areas as well as modernizing agriculture and rural development. E-commerce entering villages, as an innovative practice of deep integration between the digital economy and rural development, has formed a systematic support system for rural revitalization in three dimensions: platform empowerment, innovation-driven development, and collaborative entities. However, the development of e-commerce entering villages still faces four key structural barriers: the digital divide, talent bottlenecks, lagging infrastructure, and rigid models, which constrain its healthy development. By addressing these issues through optimizing the policy governance system for e-commerce entering villages, cultivating digital talent, improving digital infrastructure networks, and expanding distinctive development patterns, it is possible to effectively break through these developmental bottlenecks, promote the healthy and sustainable development of rural platform economies, and ultimately comprehensively advance the revitalization and transformation of rural economies.
