Abstract:

在全球经济波动加剧与外部不确定性持续增加的背景下,构建更具韧性的市场环境成为我国应对外部冲击、实现高质量发展的关键路径。本研究基于“社会–技术”系统框架,旨在探讨经济韧性的影响因素以及营商环境和数字技术影响经济韧性的具体机制。研究发现,良好的营商环境通过降低外部环境的不确定性和交易成本来激发市场活力,从而增强经济韧性。数字技术的应用提高了各类主体应对负面干扰和冲击的能力,从而赋能各主体经济韧性的构建。最后本研究从宏观视角出发,通过多维度的制度创新与实践突破,为营造良好营商环境,助力数字转型提供政策建议,促进经济韧性建设使得我国在复杂国际环境中实现可持续发展与竞争力提升。
Under the background of increasing global economic fluctuations and external uncertainties, building a more resilient market environment has become the key path for China to cope with external shocks and achieve high-quality development. Based on the “social-technical” system framework, this study aims to explore the influencing factors of economic resilience and the specific mechanism of business environment and digital technology affecting economic resilience. It is found that a good business environment can stimulate market vitality by reducing the uncertainty of external environment and transaction costs, thus enhancing economic resilience. The application of digital technology improves the ability of all kinds of subjects to deal with negative interference and impact, thus empowering the construction of economic resilience of all subjects. Finally, from a macro perspective, through multi-dimensional institutional innovation and practical breakthroughs, this study provides policy suggestions for creating a good business environment, assisting digital transformation, helping to build economic resilience, and promoting China’s sustainable development and competitiveness in a complex international environment.
