基于“一圈一带两区”的辽宁沿海经济带港口城市协同发展研究
Research on Collaborative Development of Port Cities in Liaoning Coastal Economic Belt Based on “One Circle, One Belt, Two Zones”

在东北振兴的推动下，区域经济协调发展成为辽宁省经济新突破的关键。本文基于“一圈一带两区”战略，深入分析了辽宁省沿海经济带港口城市的发展现状，总结其对“一圈一带两区”格局建设的影响，并提出了针对性的协同发展对策。港口城市作为连接辽东绿色经济区和辽西先导区的重要纽带，是辽宁省对外开放的新高地。为推动协同发展，应实施“一核引领”“两翼协同”“多点支撑”布局，加强区域合作，构建高效基础设施体系，打造创新产业体系，建设深度合作平台，并注重绿色、可持续发展及科技创新、人才培养合作。这些对策将促进辽宁沿海区域合理布局，实现高质量发展，为全面振兴提供支撑。
Driven by the revitalization of Northeast China, coordinated regional economic development has become a key breakthrough for Liaoning Province’s economy. This article is based on the “One Circle, One Belt, Two Zones” strategy, and deeply analyzes the current development status of port cities in the coastal economic belt of Liaoning Province. It summarizes their impact on the construction of the “One Circle, One Belt, Two Zones” pattern and proposes targeted coordinated development strategies. As an important link connecting the Liaodong green economic zone and the Liaoxi pilot zone, port cities are a new highland for Liaoning Province’s opening up to the outside world. To promote collaborative development, we should implement a layout of “one core leading”, “two wings coordinating”, and “multi-point support”, strengthen regional cooperation, build an efficient infrastructure system, create an innovative industrial system, build a deep cooperation platform, and focus on green, sustainable development, scientific and technological innovation, and talent cultivation cooperation. These measures will promote the rational layout of Liaoning’s coastal areas, achieve high-quality development, and provide support for comprehensive revitalization.
