基层数字治理的运作逻辑研究——基于浙江“浙里兴村共富”案例
Research on the Operation Logic of Digital Governance at the Grassroots Level—Based on the Case of “Zhelixing Village Common Wealth” in Zhejiang Province

数字治理作为实现基层治理现代化的关键引擎，对研究基层治理数字化转型具有多方面的重大意义。明晰基层数字治理的运作逻辑和运行机制，不仅有利于推动基层政府数字治理模式的改进与优化，还能更有效地提升基层政府数字治理的成效。本文从理念、结构、功能、平台四个维度对浙江“浙里兴村共富”基层数字治理案例进行运行逻辑的研究，发现若要在将数字技术应用于基层治理时充分发挥其精确化、高效化、智能化等特性，就必须对基层的组织理念、组织结构、系统功能和平台应用等方面进行全面的创新。
Digital governance is an important engine for modernizing grassroots governance. The digital transformation of grassroots governance is significant in many ways. Studying the operation logic and mechanism of digital governance at the grassroots level can help promote the improvement and optimization of the digital governance model of the grassroots government and improve the performance of digital governance at the grassroots government level. In this paper, we study the operation logic of the grassroots digital governance case of Zhejiang “Zhelixing Village Common Wealth” from the four dimensions of concept, structure, function, and platform, and find that when applying digital technology to grassroots governance, if we want to give full play to the characteristics of information technology itself, such as precision, efficiency, intelligence, etc., it is necessary to study the grassroots organizational concept, structure, system function, and platform application.
