This paper discusses the issues related to electronic payment security and e-commerce legal risk management. Although electronic payment is convenient and fast, there are also system security issues, such as system vulnerabilities, virus attacks, and hacker intrusions, which threaten the safety of user funds. The causes of electronic payment security problems include insufficient user security awareness, backward technical means, and imperfect laws and regulations. On the other hand, the legal risks of e-commerce stem from lagging laws and regulations, lack of regulation, and technological loopholes. The electronic payment security supervision system is not perfect, laws, regulations and standards need to be improved, and the coordination between regulatory departments is insufficient. E-commerce enterprises have a weak awareness of legal risks, which may involve issues such as user privacy violations, illegal promotions, and tax evasion. In order to solve these problems, it is necessary to improve the security supervision system of electronic payment, establish and improve the legal and regulatory system of e-commerce, and enhance the awareness of legal risks of enterprises.
