孝作为中国传统文化中的根本组成部分，自古以来就具有极其重要的地位。将孝融入当代基层治理有重要的实践价值。当前社会结构深刻变动，各种社会矛盾凸显，表现为子女不孝、代际隔阂严重等问题。从治理理论的角度来看，孝道能为新时代基层治理赋予文化内涵，推动社会管理向社会治理转变。推进“孝老”观念融入到社区基层治理，推动对老年人的重视和尊重，使社会趋于和谐稳定。
