基层水文站精细化管理探索与实践——以宜昌水文站为例

Abstract:

为探索基层水文站精细化管理模式,实现基层水文业务和管理高质量发展,以宜昌水文站为例,针对基层水文测站管理普遍存在的问题,在上级精细化管理实施意见的框架下,进一步拓展细化管理制度和办法,并从提升精细化管理认识、强化生产过程精细化质量闭环控制、优化设备运维机制和夯实基层党务建设等方面入手,积极开展基层水文站精细化管理探索与实践,总结成果经验。结果表明,本站采取的一系列举措显著提高了管理水平,促进了基层水文站的高质量发展,可为同类基层水文测站管理提供有益借鉴。
In order to explore the refined management mode of primary hydrological stations and achieve high-quality development, this paper takes Yichang Hydrologic Station as an example. In view of the common problems in the management of primary hydrological stations, under the framework of the refined management implementation plan formulated by the superior, further expand the refined management system and methods, and actively carry out the exploration and practice of refined management of primary hydrological stations from the aspects of improving the understanding of refined management, strengthening the closed-loop control of refined quality in the production process, optimizing the equipment operation and maintenance mechanism, and tamping the construction of primary party affairs. The results show that a series of measures have significantly im-proved the management level, promoted the high-quality development of primary hydrological stations, and can provide useful reference for the similar ones.
