POST DEPUTY MAYOR IN TURKEY

This study aims at draw attention the post of deputy mayor in Turkey due to limited resources available about the subject. The hypothesis of the study is the following: the post of deputy mayor, which is the keystone for the realization of municipal policies, that position is not created in a suitable form to gain experience and qualification for the incumbent. For a further examine the hypothesis mentioned above, terms of appointment of the tasks, legal status, employee rights were studied of the relevant legislation and a survey to elaborate the actual situation with 158 deputy mayors has been conducted across the Turkey. The results obtained from the study suggest that there is a high degree of relationship between the employment of senior managerial staff, and the expected values of the municipality
