%X This study aims at draw attention the post of deputy mayor in Turkey due to limited resources available about the subject. The hypothesis of the study is the following: the post of deputy mayor, which is the keystone for the realization of municipal policies, that position is not created in a suitable form to gain experience and qualification for the incumbent. For a further examine the hypothesis mentioned above, terms of appointment of the tasks, legal status, employee rights were studied of the relevant legislation and a survey to elaborate the actual situation with 158 deputy mayors has been conducted across the Turkey. The results obtained from the study suggest that there is a high degree of relationship between the employment of senior managerial staff, and the expected values of the municipality
