Mahmud Abstract: According to Ibn Khaldun only one determining agent in the social conflicts is asabiyah and consequently the social conflict usually generates a relation of enthusiasm between two sides of conflict not hate. Then the defeated side begins to reproduce triumphant’s modes, behaviors and life style and triumphant gets the side of generous culture and the defeated gets the receiver one. Lastly a small group from the defeated side champions the triumphants’ culture and the receiver culture begins to degenerate untill disappear. Ibn Khaldun’s cultural theory for Andalucia could be able to read as a state theory for Ottomans
