DECENTRALIZATION-CENTRALIZATION DICHOTOMY IN LOCAL GOVERNMENT REFORM: THE CASE OF LAW NO:6360

In the background of local government reforms from the beginning of 2000’s, there is a need for a new administrative structure and understanding that can respond to the needs of the public more quickly and effectively. In terms of local government reforms, both giving particular importance to decentralizaton and operating services by units close to the public create efficient and effective results. On the other hand, paving the way for centralization in the local is frequently expressed rather than decentralization in regulations on the duties and authorities of local governments in recent years. Positive steps towards decentralization especially in the mid of 2000s is pointed out through wind of both JDP which is came to power alone after coalition governments and the EU membership process in this study. However, it is emphasised that these decentralization steps had lost their effectiveness due to various internal and external factors in the second and third period of the government
