In terms of local government reforms, both giving particular importance to decentralizaton and operating services by units close to the public create efficient and effective results. On the other hand, paving the way for centralization in the local is frequently expressed rather than decentralization in regulations on the duties and authorities of local governments in recent years. Positive steps towards decentralization especially in the mid of 2000s is pointed out through wind of both JDP which is came to power alone after coalition governments and the EU membership process in this study.
