社区虚拟医养服务运行机制的失调与优化思考——基于青岛地区的调查
Thoughts on the Maladjustment and Optimization of Community Virtual Elderly Care Service—Based on the Research in Qingdao

为积极应对我国人口老龄化，国务院和地方政府相继出台了一系列的配套政策，支持居家、社区和机构医养融合发展，促进医养结合，鼓励探索社区医养服务新模式。在系统梳理社区虚拟医养服务概念的基础上，结合青岛市虚拟医养服务情况，阐明了社区虚拟医养服务产生的背景及优势，分析社区虚拟医养服务在市场运行过程中存在的机制失调状况。针对其失调提出了建立健全制度保障机制、调整资源整合机制、优化系统资源配置、协调供给子系统与需求子系统、完善服务质量监控体系等具体建议，以进一步优化社区虚拟医养服务的运行机制。
To cope with the aggravating trend of aging population, the central and local government has been working on the integration of elderly care based on family, community and nursing home and en-couraging the exploration of new models of elderly care in the family. In this study, the concept, background and advantage of the virtual elderly care based in community are described and the relative concept is fully discussed. Also, the system imbalance of the virtual elderly care based in community is analyzed. Suggestions towards the system guarantee, resource integration, supply and demand equilibrium and quality control regarding of the virtual elderly care based in com-munity are given to improve the operating mechanism.
