“双一流”建设中地方高校管理要实现“四个转变” 　　——基于组织社会学新制度主义的视角
Management of Local Universities Should Undergo "Four Changes" for "Double First Class" Construction

一流大学需要一流的管理。对于地方高校而言，由于办 学历史相对较短、资源短缺、“自我产出”效能低等更需要将高 校管理的转变作为建设世界一流大学的切入点。“双一流”建 设中地方高校管理要转变的必要性在于：我国一流大学建设制 度从重点建设到统筹推进变迁的需要；地方高校所处环境从 制度环境向技术环境改变的需要；资源短缺、“自我产出”效 能有限的现实需求；传统功能管理已不能适应资源稀缺、高度 竞争的环境的新需求；改变“制度同形”对学术权力的挤压、 宏扬学术文化的需要。“双一流”建设中地方高校管理要实现 “四个转变”：从“管理大学”到“经营大学”；从“功能管理” 到“战略管理”；从个人式管理到文化管理；去制度化与趋学术 化同步。
First class universities need first-class management. With a relatively short history and due to shortage of resources and low efficiency of "self-production", local universities should change their management modes to make a breakthrough in the construction of world class universities. There are several factors contributing to this management transformation. First, building the world-class university system in China has shifted from key construction to overall development; second, the environment of the local universities has changed from an institutional environment to a technological environment; third, local universities have two practical drawbacks including shortage of resources and limited "self-production" efficiency; fourth, the traditional function management cannot adapt to the new environment with scarce resources and intense competition; fifth, it is urgent to reduce the impact of "institutional isomorphism" on academic power, and promote academic culture instead. The management of local universities should undergo "four transformations" for "Double First Class" construction: from "managing universities" to "operating universities"; from "function management" to "strategic management"; from personal management to culture management; and synchronize deinstitutionalization academic management.
