？Thispaperpresentsageneralizedbi-levelprogrammingmodelofcombineddynamictrafficassignmentandtrafficsignalcontrol,andespeciallyanalyzesaprocedurefordeterminingtheequilibriumqueuingdelaysonsaturatedlinksfordynamicnetworksignalcontrolsatisfyingtheFIFO(first-in-first-out)rule.Thechaoticoptimalalgorithmproposedinthispapercannotonlypresenttheoptimalsignalsettings,butalsocalculate,ateachinterval,thelinkinflowratesandoutflowratesforthedynamicuseroptimalproblem,andprovidereal-timeinformationforthetravelers.Finally,anumericalexampleisgiventoillustratetheapplicationoftheproposedmodelandsolutionalgorithm,andcomparisonshowsthatthismodelhasbettersystemperformance.
