The aim of this study is to analyse the role of temporary village guards within the public personnel regime. Temporary village guards are not regarded as pubic officials when their status is evaluated according to the concept of public official in the literature and high court decisions. However, every person working in the delivery of public services is a public official in the broadest sense. Temporary village guards are at the bottom when their rights and entitlements are taken into consideration among public employees.
