%X The aim of this study is to analyse the role of temporary village guards within the public personnel regime. Temporary village guards are not regarded as pubic officials when their status is evaluated according to the concept of public official in the literature and high court decisions. However, every person working in the delivery of public services is a public official in the broadest sense. Temporary village guards are at the bottom when their rights and entitlements are taken into consideration among public employees. Bu  al  man n amac , bir kamu hizmeti yerine getiren ge ici k y korucular n n kamu personel rejimi i indeki yerini incelemektir. Literat¨¹rde kamu g revlisi kavram  ve konu ile ilgili y¨¹ksek yarg  kararlar  ekseninde de erlendirildi inde, ge ici k y korucular  kamu g revlisi say lmamaktad r. Ancak, kamusal bir hizmeti yerine getiren her ki i en geni  anlamda kamu g revlisidir. Ge ici k y korucular   zl¨¹k haklar  a  s ndan de erlendirildi inde kamu g revlileri aras nda en d¨¹ ¨¹k haklara sahipolanlardand r.
