Crescimento Econ mico versus Gest o Social e Desenvolvimento Territorial Sustentável. Análise dos Impactos de Megaempreendimentos nos Municípios de Macaé-RJ e de Itaguaí-RJ

The article compares the accelerated economic growth processes motivated by mega enterprises activities in the cities of Macaé and Itaguaí, located on the coast of Rio de Janeiro s State. Such processes, although delayed in time, does not mean improvements in the socio-economic and environmental development indicators but a disordered growth process of these municipalities. The article aims to analyze the situation by the optics of the social management theoretical references, i.e., by the participatory models proposed by Tenório, et. al. (2008) and the theoretical framework of Sustainable Territorial Development in order to build a critical analysis of how these processes occurred and how they could have been if based on democratic principles of social cohesion, the appreciation of local identity and territoriality. The justification of the analysis is to take lessons from the case of Macaé, that has had an exponential growth after the installations of oil rigs in Campos Basin, and also to verify the similarities of this case for the municipality of Itaguaí, which is presently undergoing structural changes due to the investments of Itaguaí Port Complex. The article is based on two surveys which had as objects of study the respective municipalities and the results indicated the low participation of civil society vis-à-vis the power of business organizations and the inability of local public authorities in dealing with the power of the market.
