Such processes, although delayed in time, does not mean improvements in the socio-economic and environmental development indicators but a disordered growth process of these municipalities. The article aims to analyze the situation by the optics of the social management theoretical references, i.e., by the participatory models proposed by Ten¨®rio, et. al. (2008) and the theoretical framework of Sustainable Territorial Development in order to build a critical analysis of how these processes occurred and how they could have been if based on democratic principles of social cohesion, the appreciation of local identity and territoriality. The justification of the analysis is to take lessons from the case of Maca¨¦, that has had an exponential growth after the installations of oil rigs in Campos Basin, and also to verify the similarities of this case for the municipality of Itagua¨ª, which is presently undergoing structural changes due to the investments of Itagua¨ª Port Complex. The article is based on two surveys which had as objects of study the respective municipalities and the results indicated the low participation of civil society vis-¨¤-vis the power of business organizations and the inability of local public authorities in dealing with the power of the market. %U http://www.redalyc.org/articulo.oa?id=75224619006
