LAS RELACIONES INTERGUBERNAMENTALES EN COLOMBIA (2002-2010): UN ANáLISIS DE LOS CONSEJOS COMUNALES DE GOBIERNO INTERGOVERNMENTAL RELATIONS IN COLOMBIA (2002-2010): A REVIEW OF THE COMMUNAL COUNCILS OF GOVERNMENT

Este artículo analiza a los Consejos Comunales del gobierno del presidente Uribe bajo el marco teórico de las Relaciones Intergubernamentales y el enfoque Estratégico Relacional del Estado. A partir del análisis de 55 de los 306 Consejos Comunales, el artículo concluye que estos instrumentos hicieron parte integral de la transición entre la etapa de la descentralización municipalista y el nuevo momento de interdependencia presidencialista. Esta nueva categorización sugiere dejar atrás la lectura de la descentralización en términos de autonomía y separación, defendiendo la necesidad de leerla también en clave de interdependencia política y administrativa, tal y como se hace en los análisis contemporáneos del Federalismo. This article looks at the Community Councils of President Uribe in the theoretical framework of intergovernmental relations and strategic approach Relational State. From the analysis of 55 of the 306 Community Councils, the article concludes that these instruments were an integral part of the transition from stage municipalist decentralization and interdependence when the new presidential. This new categorization suggests reading leave behind decentralization in terms of autonomy and separation, defending the need to read it also in key administrative and political interdependence, as is done in contemporary analyzes of federalism.
