%X Este art¨ªculo analiza a los Consejos Comunales del gobierno del presidente Uribe bajo el marco te¨®rico de las Relaciones Intergubernamentales y el enfoque Estrat¨¦gico Relacional del Estado. A partir del an¨¢lisis de 55 de los 306 Consejos Comunales, el art¨ªculo concluye que estos instrumentos hicieron parte integral de la transici¨®n entre la etapa de la descentralizaci¨®n municipalista y el nuevo momento de interdependencia presidencialista. Esta nueva categorizaci¨®n sugiere dejar atr¨¢s la lectura de la descentralizaci¨®n en t¨¦rminos de autonom¨ªa y separaci¨®n, defendiendo la necesidad de leerla tambi¨¦n en clave de interdependencia pol¨ªtica y administrativa, tal y como se hace en los an¨¢lisis contempor¨¢neos del Federalismo. This article looks at the Community Councils of President Uribe in the theoretical framework of intergovernmental relations and strategic approach Relational State. From the analysis of 55 of the 306 Community Councils, the article concludes that these instruments were an integral part of the transition from stage municipalist decentralization and interdependence when the new presidential. This new categorization suggests reading leave behind decentralization in terms of autonomy and separation, defending the need to read it also in key administrative and political interdependence, as is done in contemporary analyzes of federalism.
