Este artigo analisa as características desse dispositivo com base na experiência genovesa: o conflito na origem do debate, a independência da comiss o encarregada de o gerir, a organiza o do processo e a transparência da informa o, a mobiliza o das comunidades locais e o confronto em torno do problema da sua representa o, o desequilíbrio na participa o dos cidad os, as discuss es sobre a oportunidade e as características do projecto, a natureza do debate (entre confronto e delibera o) e, por fim, o seu resultado. O artigo termina com uma discuss o sobre a “ambivalência” do debate público de modelo francês. The first Italian example of a public debate based on the French model regarding a large infrastructure was held in Genoa in 2009 and focused on a project intended to modify a ring road that encircles the city. This essay analyses the characteristics of such an instrument from the perspective of the Genoa experience: the conflict which was at the origin of the debate, the independence of the commission set to manage it, the organisation of the process and the transparency of information, the mobilisation of the local communities and the confrontation over the issue of representation, the imbalance in citizens’ participation, the discussions on the suitability and features of the project, the nature of the debate (between confrontation and deliberation), and finally its concrete results. The article ends with a discussion of the ambivalence of a “French-style” public debate. En Italie, le premier cas de débat public ‘à la fran aise’ sur une grande infrastructure eut lieu à Gênes, en 2009, sur le projet de détournement d’une autoroute qui contourne la ville. Cet article analyse les caractéristiques de ce dispositif sur la base de l’expérience génoise: le conflit à l’origine du débat, l’indépendance de la commission chargée de le gérer, l’organisation du procès et la transparence de l’information, la mobilisation des communautés locales et la confrontation autour du problème de sa représentation, le déséquilibre de la participation des citoyens, les débats quant à l’opportunité et aux caractéristiques du projet, la nature du débat (entre confrontation et délibération) et, enfin, son résultat. L’article s’achève par une discussion sur l’“ambivalence” du débat public de modèle fran ais.
