The Change From Quantity to Quality Occurred Between Students Studying Abroad at Qing Dynasty--The Investigation for the Programs in Five Japanese University

Abstract:
During the high peak of the student rush to Japan late in last century, the Qing Dynasty government ordered a sudden suspension on the government funding programs of sending short\|term students to Japan. A quality\|oriented policy was implemented that confined the programs in five Japanese universities. On the basis of a documentary study of the official newspaper, Qing Dynasty Students in Japan, this study presents a historical survey of the background and the whole process of the relevant Qing Dynasty policy and its reactions and consequences, especially in the case of Zhejiang Province.
