Abstract: similar to the idealistic representations of the youth condition, the predominant analysis on youth unemployment and the way in which it can be solved, considerates the phenomenon of isolation in a descriptive way, without repairing capitalistic contradictions and its influence on the institutional and political-judicial relations that govern the new forms of organizations and international divisions of work. nevertheless, it is the context of labor unemployment, with its multiple relations and contradictions, and the way as it is affected by the reconstruction of capitalism on a world-wide scale. in order to make it these questions evident and to reveal its dynamics, it is necessary to put the politics of juvenile work within the the frame of the world transtition of capitalism in latin america under the fordistic supremacy in the social organization of work, with its respective state of being, corresponding to its post-fordistic capitalism and its state form, momentarily differentiated by conditions of the accumulation of capital and specific mechanisms of the regulation of antagonism of classes.

Education-to-Work Transitions during the COVID-19 Lockdowns in Britain, 2020-2021  [PDF]
Ken Roberts
Advances in Applied Sociology (AASoci) , 2021, DOI: 10.4236/aasoci.2021.1111049
Abstract: This paper uses official data, and the research conducted by policy think tanks and independent research organizations, to chart the experiences of Britain’s COVID cohort who either spent the final year of their full-time education and/or their first year in the labour market wholly or partly under the pandemic lockdowns which began in March 2020 and continued, with interruptions, until July 2021. The data show that government’s “no detriment” policies protected students from facing crucial examinations, and employees already in jobs were protected through furloughing. New entrants to the labour market were relatively unprotected. Yet despite the economic turbulence induced by the pandemic, lockdowns, followed by a “hard” Brexit at the end of 2020, rises in youth unemployment were confined to students seeking part-time jobs, and among them to particularly vulnerable groups, namely the least qualified and non-white ethnic minorities. However, it is argued that this success was at the cost of exacerbating ongoing trends with generally unwelcome consequences, specifically an increase in the number of higher education graduates entering jobs for which they are over-qualified, and an enlarged tail-end of low achievers who are at risk of becoming trapped in low-paid precarious work.

Help Not Wanted: The Dismal Science of Youth Unemployment’s Scarring Effect  [PDF]
Jordan Glatt, Phanindra V. Wunnava
iBusiness (IB) , 2018, DOI: 10.4236/ib.2018.102004
Abstract: The scarring effect is defined as an increase in the probability of future unemployment spells and the reduction of subsequent wages as the result of joblessness early in one’s working years. Many youths get into a rut at the beginning of their professional careers when they become unemployed, hindering future individual prospects and producing negative consequences for the economy as a whole. Because there is considerable evidence in the United States that early job displacement is followed by a higher risk of subsequent unemployment and lower trajectory for future earnings after re-entry, it is crucial to gain a better understanding of the economic factors that influence the youth unemployment rate in order to reduce the consequences on youths’ future outlooks [22]. This study not only demonstrates that the scarring effect is real but also allows for policy recommendations to be obtained from this analysis.

Youth (Un)Employment and the NEET Population in Croatia
Bedenikovi?, Ivan
- , 2017,
Abstract: Sa?etak The topic of this article is youth unemployment and the NEET population in Croatia. It also presents normative acts, current challenges and potential future steps towards higher youth employment rates in Croatia. Young people are one of the most exposed groups in danger of poverty or social exclusion. By combining an analysis of strategic documents and statistical data with relevant scientific literature, this article aims to illustrate the situation “in the field“, as well as to provide guidelines for further decreases in unemployment rates and increase of employment rates of young people and the NEET population in Croatia. Youth Guarantee is one of the European Union's attempts at solving the matter of youth unemployment and seeks to ensure that all young people under the age of 25 (under 30 in Croatia) begin participating in the labour market as soon as possible. Due to the past crisis, it can be said that youth unemployment in Croatia has become a structural problem that has to be solved on the level of the Croatian curriculum as well as through rapid adaptation to the processes and the situation on the labour market. It is clear that there is a mismatch between the needs of the labour market and the system of education. Youth policies, youth employment policies and reducing youth unemployment rates (including the NEET population, of course) need to be the political priority of all political structures regardless of country, both at the level of European consensus as well as the national. Young people and their education, employment and prosperity are the conditio sine qua non for the future development and survival of any country
