What Is Neglect? State Legal Definitions in the United States

Abstract: Neglect is the most common form of reported child maltreatment in the United States with 75.3% of confirmed child maltreatment victims in 2015 neglected. Despite constituting the majority of reported child maltreatment cases and victims, neglect still lacks a standard definition. In the United States, congruent with the pervasiveness of law in child welfare systems, every state and the District of Columbia has its own statutory definition of neglect. This study used content analysis to compare state legal statutory definitions with the Fourth National Incidence Survey (NIS-4) operationalization of neglect. The resulting data set was then analyzed using cluster analysis, resulting in the identification of three distinct groups of states based on how they define neglect: minimal, cornerstones, and expanded. The states’ definitions incorporate few of the NIS-4 components. Practice and policy implications of these constructions of neglect definitions are discussed
The psychiatrization of our children, or, an autoethnographic narrative of perpetuating First Nations genocide through ‘benevolent’ institutions

Abstract: I enter the discussion on madness and psychiatrization through breathing the air and walking the halls of ‘benevolent’ institutions, such as child protection and psychiatry, institutions that produce "mental illness" through the psychiatrization of the people they are meant to support. This narrative provides an example of the ways in which child welfare organizations are both sanist and racist in their organizing principles and in their interpretations of the needs and desires of marginalized people. This narrative provides an example of my own shifting complicity within the relations of power in a particular ‘benevolent’ child protection agency, a narrative that uses autoethnographic knowledge and queers my lived experience in order to unwrap and make visible the normalizing connections between psychiatrization, colonialism, racialization, and adultism.
Changing practice: The possibilities and limits for reshaping social work practice

Abstract: Since 2010, the United Kingdom has witnessed a number of initiatives that shift away from reliance on performance management to improve social work with children and families, towards a renewed interest in practice models. This study reports on the evaluation of a local government programme in England to introduce and embed systemic family practice through the roll out of intensive training to social workers and frontline managers. It was anticipated through the programme that child protection social workers would undertake more direct work with families and build more positive relationships, resulting in a fall in the number of child protection plans and children experiencing repeat periods of care. The evaluation adopted a mixed-method approach encompassing an online survey of social workers, interviews with team managers and family members, a case audit and statistical analysis of local level metrics. It found limited employment of systemic family practice or improvement due to the programme. Adopting the 7 S framework, this study examines the barriers to and facilitators of successful change and identifies generic considerations for change programmes in child protection social work

Abstract: The current study examined school readiness for children placed in care of child protection services before age 5. This association was assessed using a population-based cohort of children born in Manitoba, Canada, between 2000 and 2009 (n = 53,477) and subcohorts of discordant siblings (one sibling taken into care, one sibling not taken into care; n = 809) and discordant cousins (n = 517). In the population analysis, children placed in care were significantly less likely to be ready for school; this difference was not seen in the discordant sibling or cousin analysis. The findings suggested that differences in school readiness for children placed in care are a result of broader social factors affecting families, not placement into care

Abstract:

Child abuse is a global problem. It includes all forms of physical and emotional ill-treatment, sexual abuse, neglect, and exploitation that result in actual or potential harm to the child’s health, development or dignity. Child abuse and neglect are common in Nigeria, yet poorly reported. We herein report a case of child abuse and neglect in a 14-year-old boy, complicated by severe malnutrition, human immunodeficiency virus infection and gross under achievement of educational goal. The social and economic factors that play major roles are highlighted with the aim of sensitizing health care professionals, child advocacy groups, policy makers and other stakeholders on the impact of child abuse. We also hope that this would remind all concerned organisations and individuals of child protection which is integrated in the child right act 2003 adopted by Nigeria.

Abstract: Evaluation seeks to measure the impact of services in counseling centers and support for parents, analysis of working procedures and tools used by staff from the center of counselling and support for parents and identification of needs for the development. Also, the evaluation attempts to identify staff needs and how to implement case management in cases to prevent separation of children from their parents. Recommendations proposed by the team of evaluators aiming to achieve the conditions for effective services and to resize the organization structure as appropriate to answer the need for local services.
