English Proficiency as Strategic Human Capital: Implications for Training, Talent Recruitment, and Workforce Performance among Vietnamese International Students

Abstract:

English proficiency is increasingly treated as a form of strategic human capital in internationally oriented labor markets, particularly in sectors requiring frequent cross-cultural communication, such as hospitality, tourism, health care, and multinational services. This study examines the relationships among English language proficiency, study-destination choice, academic performance, and self-reported work performance among Vietnamese students enrolled in English-taught degree programs. It further considers how the findings may inform human resource development, language-sensitive recruitment, and international talent management. Using a quantitative cross-sectional design and purposive snowball sampling, questionnaire data were collected from 171 Vietnamese undergraduate and postgraduate students studying in English-taught programs across 23 study destinations. English proficiency was assessed through self-reported listening, speaking, reading, and writing abilities, while performance comprised academic performance and self-reported work performance among respondents who reported current or recent work experience. The results indicate that English proficiency was positively associated with the choice of an English-speaking study destination and with both academic and work performance. Students with higher levels of English proficiency were approximately 3.5 times more likely to study in an English-speaking country. However, study-destination choice was not significantly associated with either academic or work performance and did not moderate the relationships between English proficiency and the two performance outcomes. These findings suggest that individual language capability may be more consequential for performance than the English-speaking status of the study destination itself. From an HRM perspective, English proficiency can be interpreted as developable human capital that supports workplace communication, learning readiness, international mobility, and career development. Adult-learning principles, including experiential learning, self-direction, problem-centered instruction, and immediate applicability, provide a useful foundation for designing occupation-specific language development programs. The study concludes with implications for universities, employers, and HR practitioners involved in training, recruiting, and developing internationally mobile talent.
