Un análisis de caso desde la perspectiva del desarrollo territorial. Rosario, Argentina, 1995-2008

the objective of this article is to deepen in the knowledge of the factors that promote development in the latin american local territories. analyzing specifically the experience of rosario city (argentina) through the 1995- 2008 period. the used methodology was based in bibliographical evaluation, analysis of primary and secondary source information and interviews to city's main agents that come from public, private, social and academic administration environments. the main results permit the corroboration that the local development policy contributes to the creation and expansion of endogenous capabilities for the local development if it based in planning and in the articulation of the actors inside the territory. this represents strength both in economic crisis and expansion contexts.
