this paper will attempt to argue that the process of constitutionof provision of public goods necessarily implies a problem of collective action. inthis context, the processes of policy-making are essentially a political issue, andnot a technical one, as is promoted by neoliberalism. thus, in aiming to bedemocratic and non-conflictive, processes must necessarily be deliberative.
