Abstract:

this paper intends to highlight the importance of organizational learning and, consequently, of behavioural change in the context of public administration reform in the 21st century.it starts with a brief outline of the evolution of the most important paradigms in administrative science of the second half of the 20th century. then, the concept of organizational learning willbe presented, in its most traditionalist perspective, and also as a dependent element versus poweringelement of new types of relationship and organizational behaviour. at last, the importance of behavioural change in the context of administrative reform will be discussedand explored. for that purpose, the following concepts will be developed: 1) behavioural change; 2) resistance to change in public administration; 3) "innovation/routine" association as a driving force of public organizations; 4) the use of "complexity science" as a tonic for behavioural change in publicadministration.
