in this paper i describe what is the professional called "public manager". first, it is a conceptual description, therefore, i will user a metaphor to illustrate it.. second, i discuss the main functions that such a professional should perform. further i dis-cuss the necessary course structure for a appropriate education of a public manager. finally i analyze chilea′s political system and call attention for the need of a well-educated public manager.
