Federalismo Fiscal

the purpose of this article is to present the argentina's federalism crisis. some backgrounds on not only political, demographic and economical centralization but also on the decline of local powers when facing the national executive power are discussed. as regards the fiscal situation, the implementation of co-participation regimes that guarantee the automaticity in fund remission provided in the 1994 constitutional reform is discussed, confronting, thereby, a highly difficult to fulfill procedure that is considered to be more adequate to a confederated system than to a federal one. after the situation is described, it is called on for the recuperation of a centralized and cooperative federalism, stressing the relevance of the regions as one instance that would allow not only integrating the real country but also as a factor of equilibrium and harmonious development.
