Metodologia de planejamento estratégico municipal para contribuir no planejamento e desenvolvimento local e regional: proposta a partir de um survey em prefeituras brasileiras

the local and regional planning is an economical, environmental, social, and political need for the municipalities concerned with the adequate quality of life of their inhabitants. the objective is to propose a methodology for the projects of municipal strategic planning. the methodology specifies four phases and uses the entrepreneurship precepts. it also contextualizes the multi-annual plan and the city's director plan. to propose the referred municipal strategic planning methodology was accomplished a survey in 91 brazilian cities, where in just 6 there was the referred planning. the conclusion reiterates the importance of the methodology and participation of the inhabitants in the municipal management and in the daily conduction of the city halls, municipalities, and regions.
