Abstract: this article discusses some key methodological features about comparative research strategies for studying public organizations. with this purpose in mind, it describes the development of an empirical research consisting of multiple cases and oriented towards explaining why middle level supervisors -located in three uruguayan state organizations- responded to an evaluative rating system in contrasting ways. also, the article shows how the research design and the comparative methodology are a set of dynamic decisions, inseparable from the choice of topic and the research subject itself.
