the main objective of this study was to classify industrial clusters based on indicators of identification at three levels, namely: 1) beginners industrial clusters, 2) developing industrial clusters, consolidated or developed industrial clusters. it was concluded that the initial and development clusters would have a meaningful participation in local development and proposed that the characterization was more effective than the traditional identification.
