高校基层组织党建与业务深度融合路径探索与实践——以商洛学院尾矿综合利用团队党支部为例
Exploring and Practicing the Deep Integration of Party Building and Core Operations in University Grassroots Units—A Case Study of the Comprehensive Tailings Utilization Team Party Branch at Shangluo University

在深入推进新时代党的建设新的伟大工程背景下，高校教工党支部如何有效破解党建与业务“两张皮”问题，实现党建引领事业高质量发展已成为重要课题。本文以商洛学院尾矿综合利用团队为例，探讨其通过构建“党建 + 业务”协同机制，推动党建工作与科研创新、人才培养、社会服务深度融合的实践模式。该机制通过强化理论武装与价值引领增强组织认同，以校企共建临时党支部打破产学研壁垒，依托党员贡献积分制建立精准激励机制，并借助品牌矩阵凝聚共识、扩大影响。研究显示，该模式通过组织联动、机制驱动与品牌引领三方面协同发力，有效提升了团队在科研项目承担、技术成果转化、服务地方产业等方面的整体效能，将组织优势转化为推动发展的治理效能。案例表明，推动党建与业务在目标、过程、激励与价值层面的系统性融合，是提升高校基层组织运行效能的有效路径，为同类高校基层党组织实现党建与业务深度融合提供可操作的路径参考。
Under the context of advancing the new great project of Party building in the new era, a significant challenge for faculty Party branches in higher education institutions lies in effectively overcoming the disconnection between Party building and core professional work, thereby achieving high-quality development driven by Party building. This paper takes the Tailings Comprehensive Utilization Team at Shangluo University as a case study, exploring its practical model of promoting deep integration between Party building and core functions—such as scientific research innovation, talent cultivation, and social service—through the construction of a “Party building + core operations” collaborative mechanism. This mechanism enhances organizational identity by strengthening theoretical grounding and value guidance, breaks down barriers between industry, academia, and research through the establishment of temporary joint Party branches with enterprises, establishes a precise incentive system based on a Party member contribution points system, and fosters consensus and expands influence via a brand matrix. Research shows that this model, through the synergistic effects of organizational linkage, mechanism-driven approaches, and brand leadership, has effectively enhanced the team’s overall performance in securing research projects, transforming technological achievements, and serving local industries, thereby translating organizational advantages into governance efficacy that drives development. The case demonstrates that promoting systematic integration of Party building and core functions at the levels of goals, processes, incentives, and values is an effective path to improve the operational efficiency of primary-level organizations in higher education institutions, offering actionable references for similar primary-level Party organizations to achieve deep integration.
