盐城绿色低碳发展效率测度及其影响因素研究

Abstract:
提高绿色低碳发展效率既是“两山”理论的内在要求,也是推动城市绿色转型发展的重要措施。本文在运用WSR系统方法论解析县域绿色低碳发展效率的影响因素及其作用机制的基础上,利用非期望产出的超效率SBM模型测度县域绿色低碳发展效率,并以江苏省盐城市9个区县的数据为例展开实证研究。研究结果显示:盐城市整体的绿色低碳发展效率呈上升趋势且在2014年后基本达到资源利用的最优水平,但盐城市9个区县的绿色低碳发展效率存在较大差异,其中盐都区、大丰区和东台市达到最优,而响水县不足最优水平的50%;县域综合经济实力、产业结构、收入分配、创新发展和生态建设水平对县域绿色低碳发展效率具有显著的正向影响,其中产业结构、收入分配制度和城镇化率对资源利用有效与无效区县的影响存在显著差异。
Improving the green low-carbon development efficiency is not only the internal requirement of the “two mountains” theory, but also an important measure to promote green transformation and development of cities. On the basis of analyzing the connotation and influence mechanism of green low-carbon development efficiency in counties, this paper uses US-SBM model to measure the green low-carbon development efficiency of counties, and takes the data of 9 districts and counties in Yancheng City, Jiangsu Province as an example to carry out an empirical study. The research results show that the green low-carbon development efficiency of Yancheng City has shown an upward trend and has almost reached the optimal level of resource utilization since 2014. Moreover, there are great differences in the green low-carbon development efficiency among the nine districts and counties of Yancheng City. Among them, Yandu, Dafeng and Dongtai perform best, while the green low-carbon development efficiency of Xiangshui is less than 50% of the optimal level. Finally, the regional comprehensive economic strength, industrial structure, income distribution system, innovative development level and ecological construction have a significant positive impact on the green low-carbon development efficiency of Yancheng. In addition, the industrial structure, income distribution system and urbanization rate have a significant difference in the impact of effective and ineffective resource utilization.
