基层治理现代化视角下社区微治理的实践困境及对策研究
Research on Practical Dilemmas and Countermeasures of Community Micro-Governance under the Perspective of Grassroots Governance Modernization

基层治理现代化是国家治理现代化的基础组成部分，社区作为基层治理体系的基本单元，其重要性越来越突出。随着社会转型与制度变迁，社区治理结构日益呈现出复杂多样的特征，传统的社区治理模式已无法满足现实需要。微治理作为近年来社区治理模式的实践创新，适应了现阶段社区日益增长的精细化管理和个性化服务需求。微治理通过党政力量协同推进、治理主体多维赋权、治理单元下沉细化、约束监督长效机制等运行机制提升了社区治理的回应性，社会治理共同体逐步形成。当前，微治理实践在治理环境、治理主体、治理客体三个层面仍存在困境与挑战，需要从深化党建引领、完善微治理制度建设、提升微治理主体能力、培育社区内部自治精神、借鉴“五微”治理模式等方面深化社区微治理长效机制建设，提升社区治理效能，推进治理体系和治理能力现代化，为基层政府减轻治理负担。
Grassroots governance modernization is the basic component of national governance modernization, and the importance of community as the basic unit of grassroots governance system is becoming more and more prominent. With the social transformation and institutional change, the community governance structure is increasingly characterized by complexity and diversity, and the traditional community governance model can no longer meet the needs of reality. Micro-governance, as a practical innovation of community governance model in recent years, has adapted to the growing demand for refined management and personalized services in the community at this stage. Micro-governance through the party and government forces to promote synergy, multi-dimensional empowerment of the main body of governance, governance unit sinking refinement, constraints on the long-term mechanism of supervision and other operational mechanisms to enhance the responsiveness of community governance, social governance community gradually formed. At present, micro-governance practice in the governance environment, governance subject, governance object three levels there are still dilemmas and challenges. We should deepen the leadership of the party building, improve micro-governance system construction, enhance the ability of micro-governance subject, cultivate the spirit of internal community self-governance, draw on the “five micro” governance model to deepen the construction of community micro-governance long-term mechanism, enhance the effectiveness of community governance, promote the governance system and the modernization of the governance capacity, and reduce the burden of governance for the grassroots government.
