数字乡村背景下农村智慧养老的现实困境与治理策略

随着数字乡村建设的推进下，农村智慧养老迎来了重要发展机遇。然而，面对当前农村智慧养老服务层次偏低、产品和服务适老化应用壁垒显著，以及农村老年群体生活场景与智慧养老产品服务脱钩，以致农村智慧养老信息数据单体化和碎片化等突出问题。本文剖析了农村老年人智慧养老成本较高、数字鸿沟存在，以及学习与应用的动力和支持不足等原因，进一步提出家庭参与、政府引导、市场运作、社会支持的协同治理策略。通过政策创新、技术赋能、服务优化和文化重塑等多元路径，旨在推动农村智慧养老的规范化、专业化发展，最终实现农村老年群体共享数字红利的战略目标，为乡村振兴和积极应对人口老龄化做出应有贡献。
With the advancement of digital rural construction, rural smart elderly care has ushered in significant development opportunities. However, in the face of current issues such as the low level of rural smart elderly care services, significant barriers to the application of products and services for the elderly, and the disconnection between the living scenarios of rural elderly groups and smart elderly care products and services, leading to the individualization and fragmentation of rural smart elderly care information data. This paper analyzes the reasons such as the high cost of smart elderly care for rural elderly people, the existence of the digital divide, and the lack of motivation and support for learning and application. It further proposes a collaborative governance strategy involving family participation, government guidance, market operation, and social support. Through multiple paths such as policy innovation, technological empowerment, service optimization, and cultural reshaping, it aims to promote the standardized and professional development of rural smart elderly care, ultimately achieving the strategic goal of rural elderly groups sharing the digital dividend and making contributions to rural revitalization and actively responding to population aging.
