Abstract:

媒体平台建设面临复杂的多目标约束下的供应商评价和选择问题。以县级融媒体平台的构建需求为例,采购范围涵盖了硬件设备、耗材以及虚拟产品、软件和云服务等。不同类型的产品或服务在选择供应商时,往往需要从不同的维度综合考虑。本文聚焦县级融媒体平台供应商选择所面临的产品种类多样化及动态采购决策问题,构建供应商指标体系、搭建供应商评价评估参数模型、提出ACO-GA组合评价模型的供应商评价方法帮助提高决策效率和决策质量。
The construction of media integration platforms faces the complex problem of supplier evaluation and selection under the constraints of multiple objectives. Taking the construction needs of county-level integrated media platforms as an example, the procurement scope covers hardware equipment, consumables, and virtual products, software and cloud services. Different types of products or services often require comprehensive consideration from different dimensions when selecting suppliers. In this paper, we focus on the diverse product types and dynamic procurement decision-making problems faced by suppliers of county-level integrated media platforms, construct a supplier indicator system, build a supplier evaluation parameter model, and propose a supplier evaluation method of ACO-GA combination evaluation model to help improve decision-making efficiency and quality.
