军工机电设备招标采购项目风险管控与实践初探

文章针对军工机电设备招标采购项目中的风险管理问题展开研究。通过分析军工机电设备招标采购的现状和特点，识别了主要风险因素，包括技术、市场、管理、法律及涉密等风险因素。并从招标代理机构视角，以A公司受理的相关机电设备采购项目为案例，通过总结A公司在项目招标阶段采取的相关预防措施实践经验，提出了完善招标文件、加强供应商管理、优化评标方法、强化合同管理及构建涉密管理体系等风险预防措施。研究结果对提高军工机电设备招标采购项目的风险管理水平具有重要的理论和实践意义。
In this paper, the risk management of military mechanical and electrical equipment bidding procurement projects is studied. By analyzing the current situation and characteristics of military electromechanical equipment bidding and procurement, the main risk factors are identified, including technology, market, management, law, and secret-related risk factors. From the perspective of the bidding agency, this paper takes A certain type of relevant mechanical and electrical equipment bidding procurement project accepted by Company A as a case, summarizes the practical experience of relevant preventive measures taken by Company A in the project bidding stage, and puts forward risk prevention measures such as improving bidding documents, strengthening supplier management, optimizing bid evaluation methods, strengthening contract management and building a confidentiality management system. The research results have important theoretical and practical significance for improving the risk management level of military electromechanical equipment bidding and procurement projects.
