呼和浩特市基本公共文化服务供给模式创新研究——以“鸿雁悦读”计划为例
Research on the Innovation of Basic Public Cultural Service Supply Model in Hohhot—A Case Study of the “Hongyan Reading” Program

新时代我国基本公共文化服务供给要求以深化供给侧结构性改革为主线，努力提供更高质量、更有效率、更加公平、更可持续的公共文化服务。文章选取呼和浩特市图书馆“鸿雁悦读”计划作为案例样本，此计划通过改革供给内容与引入多元主体参与，创新了城市基本公共文化服务的供给方式，提供了基本公共文化服务供给新渠道。形成了线上线下有机融合服务新方式，打造了高品质文化新空间，多元行业主体合作共赢新模式等良好效果，并简要分析其在实践过程中出现的现实阻碍与可持续发展对策。
In the new era, the supply of basic public cultural services in China should focus on deepening the supply-side structural reform as the main line, striving to provide higher-quality, more efficient, fairer and more sustainable public cultural services. This article selects the “Hongyan Reading” plan of Hohhot Library as a case sample. This plan has innovated the supply mode of basic public cultural services in cities by reforming the supply content and introducing multiple subjects to participate, providing a new channel for the supply of basic public cultural services. It has formed a new service mode of organic integration of online and offline, created a new high-quality cultural space, and established a new model of win-win cooperation among multiple industry subjects, achieving good results. It also briefly analyzes the practical obstacles and sustainable development countermeasures that have emerged in the process of implementation.
